Kaysville won't use eminent domain

KAYSVILLE -- The Kaysville city council denied a request from Symphony Homes to use eminent domain to acquire a small piece of property along the south end of Rouche Lane near Suncrest Meadows subdivision. The developer has not been able to negotiate a deal with the current landowners to allow them to extend Rouche Lane southward and provide access to residents of the subdivision. However, the city council and city staff members are not convinced that all solutions have been seriously addressed. "Staff feels like there are a lot of viable solutions if either side would bend a little bit," City Engineer Andy Thompson told the council before they voted to deny the request of Symphony Homes, Tuesday night.
