Kaysville council picks first-ever city planner

KAYSVILLE -- The county's fourth largest city now has its own planner. Scott Messel, who previously worked for fast-growing Saratoga Springs near Utah Lake, assumes his duties Monday, Feb. 5.

The council approved hiring of a planner as part of the 2006-07 budget. City manager John Thacker has previously handled much of the planning-related duties. The city has also retained two planning consultants for a variety of projects, including a downtown beautification/en-hancement design effort.

"He has experience working in a growing city," Mayor Neka Roundy said. Thacker has said that Kaysville's population is approaching 23,000, much of that in homes being built to the west of I-15.

During the first nine months of 2006, 347 single family building permits were approved in the city, placing it near the top of any Davis County community.

New office space was created for the planner as part of a remodeling project at city hall.
