RAP Tax should be on ballot

CENTERVILLE -- Whereas, the mission of the Davis Chamber of Com-merce is to unite the business community, provide leadership and advocacy, advance business prosperity and sustain a vibrant economy: and

Whereas, the Chamber supports local cities and the needs of local businesses that satisfy the objectives of fair commerce and opposes any local restrictions or regulations that are unreasonable for commerce and unfair government competition: and

Whereas, the Chamber supports well planned quality of life projects, activities and facilities that attract and retain quality employers and employees of all professions and trades and supports projects that enhance Davis County's business and community image and promotes the growth of individual and family strengths; and

Whereas, in consideration of our 15 closely located communities, there is significant potential for adverse impacts from duplication, fragmentation and dilution of available resources, the Chamber supports a well-planned and coordinated master plan among the cities, county and other entities; and

Whereas, it is critical that the community protect the interest of local businesses that may be adversely affected by government competition or programs; and

Whereas, the RAP tax will generate tax dollars on sales tax revenue of 1/10 of 1 percent of sales (10 cents on $100) within Davis County, where 45 percent will go to arts organizations in Davis County and 55 percent will go to local governments for parks and recreation, while an administration fee will be removed from Davis County to allocate the monies; and

Whereas, arts and parks in a community contribute to the overall health, well-being and quality of life of the residents within Davis County; and

Whereas, the additional sales tax revenue will allow the art communities and city governments to augment trails programs, arts and sports training and educational opportunities with Davis County.

Now, therefore, let it be resolved that the Davis Chamber of Commerce supports the placement of the Recreation, Arts and Parks (RAP) Tax on the ballot, where voting citizens can choose to accept or reject the additional sales tax; and

Let it be resolved that the Davis Chamber of Commerce opposes projects created from tax dollars that directly compete with private businesses; and

Let it be resolved that the Davis Chamber of Commerce supports well-planned projects that add to the quality of life of Davis County residents and minimize the effects of duplication, fragmentation and dilution of available resources.
